Board of Directors

Dick Smith
Chairman

Dick joined the TDECU Board of Directors in 1996, and has served as chair since 2014. Previously, Dick served as second vice chair and also served on the Succession Planning and Executive Compensation Committee, as well as the Finance, Talent and Benefits and Nominating Committees. Dick has been a member of TDECU for 38 years.

Dick’s other community service includes having served as chair of Junior Achievement of Brazoria County, chair of Community Awareness and Emergency Response (CAER) of Brazoria County, chair of the Brazosport Regional Health System, chair of the Brazoria County Petrochemical Council and as a vice president for the Center for the Arts and Sciences.

Dick received a bachelor’s of science degree in chemical engineering from the University of Houston. He worked for 34 years for Nalco Chemical Company and retired as Plant Manager of the Freeport Plant.

A native Texan, born in Hallettsville, Smith now resides in Cedar Park, Texas with his wife and their two sons.

Daniel Buche
Vice Chair

Daniel L. Buche joined the TDECU Board of Directors in 2006. He currently serves as board vice chairman and also as the chair of the Finance Committee. Buche serves on the Succession Planning and Executive Compensation Committee and the Governance Committee. He also serves as the chair of the TDECU Holdings Board of Directors. Previously, Buche served on the Advocacy Building Committee. Dan has been a TDECU member since 2005.

A dedicated community volunteer, Buche also serves on the Master in Healthcare Administration Advisory Board for Texas A&M University and as a Fellow of the American College of Healthcare Executives (FACHE). He also served as a board member on the Catholic Healthcare Association of Texas and as that organization’s chair from 2001 to 2003.

Buche was employed as president and CEO of Brazosport Regional Health System where he retired in 2012. He was previously employed at St. Joseph Regional Health System in Bryan, Texas for more than seventeen years where he was CEO from 1991 to 2003.

Buche received a bachelor’s degree from Pittsburg State University in Pittsburg, Kansas and a master’s degree in Health Care Administration from Central Michigan University.

A native of Pittsburg, Kansas, Buche has four children and resides in College Station, Texas.

Roland Hendricks
Treasurer

Roland K. Hendricks joined the TDECU Board of Directors in 2007 where he currently serves as treasurer. Hendricks is the chair of the Audit Committee and the Succession Planning and Executive Compensation Committee. He also serves on the Governance and Nominating Committee and the Scholarship Committee. He was previously second vice president and served on the Advocacy Committee. He has been a member of TDECU for 35 years.

Hendricks currently works as CEO/Senior Consultant at RHK Consulting and as senior pastor of the Greater Mount Zion Church. He previously worked for The Dow Chemical Company where he retired as Texas Manufacturing Controller.

He serves on a variety of other volunteer boards including Brazosport College, Communities in Schools, Salvation Army of Brazoria County and GMZ Education and Development Center. Hendricks is a lifetime member of the Sam Houston State University (SHSU) Alumni Association, National Association of Black Accountants, Alpha Kappa Psi – Professional Business Fraternity and Beta Alpha Psi – Accounting Honor Fraternity. He is also a member of the SHSU President Circle and the SHSU College of Business Advisory Board.

He received a bachelor’s degree in accounting from Sam Houston State University and an associate’s degree in business from Wharton County Junior College.

A native of Sweeny, Texas, Hendricks now resides in Lake Jackson. He is married and has two children.

George Hornback
Secretary

A TDECU member since 1977 and Board of Directors member since 2000, George Hornback is secretary of the board and serves on the Governance Committee. He was formerly assistant secretary and also served on the Audit Committee for five years.

Hornback worked for the Dow Chemical Company in Freeport, Texas as a machinist for 28 years and retired in 2004. He is currently employed as a field supervisor for McGill Maintenance in Freeport where he has worked for 10 years. He is a former member of the International Association of Machinists.

His other volunteer activities include serving as the financial clerk in the Church of Jesus Christ.

Hornback is a native of Alvin, Texas and has two children. His daughter and husband reside in Angleton with their three daughters and his son and wife live in Sweeny with their two sons. Hornback resides in Lake Jackson, Texas with his wife Donna of 20 years.

Peggy Miltenberger
Director

Peggy Miltenberger joined the TDECU Board of Directors in 1994 and has been a TDECU member for nearly 50 years. She worked early in her career as a TDECU loan officer before joining BASF. She retired from BASF in 2001.

Having previously served as the first vice chair of the TDECU Board of Directors, Peggy now serves on the Finance, Governance and Scholarship Committees and has also worked on the Board Development, Audit and Nominating Committees. She is passionate about the credit union movement and has been a successful advocate for changes to field of membership regulation.

A decades-long community advocate, Peggy served as community chair for the Brazoria County American Cancer Society and has volunteered for numerous organizations including Brazoria County Beach Cleanup, Brazosport Quarterback Club, Keep Brazoria County Clean Association and the STARR program as a tutor.

Peggy attended Brazosport College and also completed the Southwest CUNA Management School, recognized as the most comprehensive accreditation program for credit union professionals and sponsored by the Credit Union National Association.

Peggy is a native of Bayou La Batre, Alabama and now resides in Lake Jackson. She is the mother of four children.

David Ozuna
Director

A TDECU and Board of Directors member since 2004, Dave E. Ozuna serves on the Finance and Audit Committees. He formerly served as the board’s assistant secretary and on the ALM/Risk Management and Century Oaks Title Company Committees.

Dave’s board tenure on the TDECU Board of Directors includes training in risk management and Best Service and Value. Prior to 2004, Dave was a member of the Union Carbide Federal Credit Union and Crossroads Community Credit Union before their merger with TDECU.

Dave retired after 35 years of service with Union Carbide and the Dow Chemical Company. He is a member of the Union Carbide Retirees Association. A certified emergency responder and incident commander, Dave was a fire instructor at Texas A&M University. He received training and certification at several universities and fire schools across the country and attended Victoria Junior College.

Dave was born and resides in Victoria, Texas where he has volunteered as a coach in little league and YMCA youth activities. He has two sons and two granddaughters.

Ed Zingleman
Director

Ed Zingelman joined the TDECU Board of Directors in 2002, and currently serves as treasurer. Zingelman serves on the Audit Committee as well as the Scholarship and Holdings Committees. Previously, he was assistant treasurer, served as the chair of the Talent and Benefits Committee and as a member of the Bylaws Committee. Prior to joining the Board of Directors, Zingelman also served on the Credit Committee. He has been a member of TDECU since 1964.

Zingelman also serves as a trustee for the Political Action Committee and as a member of the bankruptcy committee of the Texas Credit Union League. Ed’s other volunteer activities include the Lake Jackson Jaycees, Junior Achievement of Brazoria County, the Land Acquisition Committee of the Brazosport Christian School and the Financial Advisory Board of Brazosport Independent School District. Previously, Zingelman served as the chair of the Lake Jackson 25th Anniversary Committee.

Zingelman is a real estate business owner and an active consultant. He retired from The Dow Chemical Company in 1994 where he worked in construction management. He received a bachelor’s degree of science in mechanical engineering from Lamar University in Beaumont, Texas.

A native of Port Arthur, Texas, Zingelman now resides in Lake Jackson.

Edward Speed
Director

A TDECU member since 2003, Edward Speed served as president and CEO of TDECU from 2003 to 2012. He joined the Board of Directors in 2011 and serves on the Finance and TDECU Holdings Committees; he previously served on the Audit and Risk Management Committees.

Speed serves as chair of the Board of Trustees for St. Mary’s University and as a board member for Catholic Health Initiatives and the Catholic Community Foundation of San Antonio. He is a member of Legatus, a national organization of Catholic business professionals.

Prior to TDECU, Speed worked for San Antonio Credit Union from 1985 to 2003 where he was a senior vice president. He served as a Captain in the U.S. Army’s 1st Cavalry and 3rd Armored Divisions. Speed received his bachelor’s degree in finance and a master’s and post-master’s degree in theology - all from St. Mary’s University in San Antonio, Texas.

Frank Coe
Director

Frank Coe joined the TDECU Board of Directors in 2013 and serves on the Audit/Enterprise Risk Management, Finance, and Scholarship Committees. Coe formerly served as chair of the Business Innovation/Technology Committee. He also serves on the TDECU Insurance Agency Board of Directors. Coe joined the Bluebonnet Credit Union in 1973, prior to its 2011 merger with TDECU.

Coe is a regular participant in credit union conferences and training and has attended events hosted by the National Automated Clearinghouse Association, Association of Credit Union Internal Auditors and the Credit Union Executives Society.

Coe has served as the communications chair for the Chevron Retirees Association and on the Metropolitan Houston Chapter of the Chevron Retirees Association Board where he has held positions as president, vice-president and director-at-large. He also serves as webmaster for the Sweetwater Country Club Senior Men's Golf Association.

Coe worked for Chevron Corporation from 1969 to 2000. He received a bachelor’s degree in chemical engineering from Purdue University and a master’s degree in industrial engineering from the University of Houston.

Born in Maryville, Missouri, Coe resides in Sugar Land. He has one child.

Eileen Campbell
Director

Eileen M. Campbell joined the TDECU Board of Directors in 2015, after two years of working on TDECU’s advisory board. She has been a member of TDECU for 25 years. A certified credit union director, Campbell worked for Marathon Oil for 22 years before retiring as vice president of Human Resources and Public Policy in 2014.

A member of the TDECU Succession Planning and Executive Compensation Committee and the Finance Committee, Campbell also serves as chair of the Governance and Nominating Committee. She formerly served on the Advocacy Committee. Campbell serves as vice chair of The Rose, a cancer diagnosis and treatment organization for women; she also serves on the advisory board for Girls, Inc. of Greater Houston and has been elected to the National Association of Corporate Directors (NACD) Tri-Cities Chapter Advisory Board.

Eileen received a bachelor’s degree in science from the University of Maryland and attended the Human Resources Executive Education Program at the University of Michigan – Ross School of Business.

A native of Bayonne, New Jersey, Campbell now resides in Houston. She has two children.

Anita Sehgal
Advisory Board Member

Anita Sehgal joined the TDECU organization as an Advisory Board Member in 2015 and serves on both the TDECU Holdings Board and the Strategic Initiatives Committee. Anita is Senior Vice President of Marketing and Communications for the Houston Astros, and previously held the position of Senior Vice President of Marketing and Advertising for Academy Sports + Outdoors. Hailing from Canada’s Regina, Saskatchewan, Anita received a bachelor’s of business administration degree, with a focus in marketing and human resources, from the University of Regina. Houston is now home for Anita and she works hard to make a lasting impact on the local community through volunteer and leadership efforts. Anita plays an active role in several Houston-based organizations, including her position as an Executive Committee Board Member of the Boys and Girls Club of Greater Houston, and in the community efforts of The Astros Foundation. She is also a member of the Sports, Sponsorship and Sales Advisory Board for Baylor University and a Brand 50 member of World 50. In addition to being an avid sports fan, Anita loves to travel and embraces the local culture, climate and cuisine wherever the road takes her.

Carrie Fisher
Advisory Board Member

TDECU welcomed Carrie Fisher as an Advisory Board Member in 2015. Carrie sits on both the Finance and the Strategic Initiatives committees for the credit union and holds the position of Senior Vice President, Ecommerce and Chief Marketing Officer for Fossil. Prior to her position with the Dallas-based retailer, Carrie held senior-level leadership roles with Travelocity, Dean Foods and Bain & Company. Carrie graduated Summa Cum Laude with a bachelor’s of business administration in management information systems from Texas A&M University and went on to earn her MBA from the Kellogg School of Management at Northwestern University. She volunteers with the Make-a-Wish Foundation, serves as an interviewer for admissions to the Kellogg School of Management, and acts as a mentor for both Texas A&M University and the Kellogg MBA programs. Born in Nashua, New Hampshire, Carrie now resides in Dallas.

David Sikora
Advisory Board Member

David Sikora joined TDECU’s Advisory Board in 2015 and serves on both the Strategic Initiatives and the Audit/ERM committees. In addition to his role with TDECU, David holds seats on several boards including Stratfor, TradeLive, Amberleaf, and Loop & Tie. He is an active investor and advisor to technology companies, and serves as Executive Partner for Teakwood Capital. Prior to Teakwood, David founded and acted as CEO of Digby, where he built the first mobile application storefronts for 50 major brands including Brooks Brothers, Abercrombie & Fitch, UnderArmour, Bed Bath & Beyond, 1-800Flowers, and Home Depot, among others. He has successfully originated and executed business acquisitions across the globe including the U.S., Canada, Europe and Asia. Upon receiving a bachelor’s of science in technology from the University of Houston, David earned his MBA from the Harvard School of Business Administration. In addition, he was honored with Ernst & Young’s Entrepreneur of the Year for technology, and served as a member of Texas Governor Rick Perry’s Technology Advisory Council. David’s charitable endeavors include founding and managing the Girl Scouts Lone Star Council Pervasive PowerCharge and serving as Chairman for the Leukemia and Lymphoma Society’s Light the Night Walk. David resides in Austin.
